1st Annual Powder Rivers "Catfishfest" Contest Tournament - June 13/14 2009
Four Fish Limit - Fishing Hours are - 5:00 PM June 13th - 4:00 PM June 14th-- Weigh-in ends 5 p.m. June 14th. 1. Eligibility: Registration begins on April 1st, 2009. Each contestant must sign an entry/release form. Applications must be complete when registering or they will be rejected. Tournament officials reserve the right to refuse entry to anyone. 2. Entry Fees: Entry fee is $60/team. Cash, personal checks, money orders are accepted for entry fees. All forms of payment will be deposited on the day the entry form is processed and confirmation of entry is sent to entrants. Entries are non- refundable and may not be resold. All entries must be received by June 12th, 2009. Cash or money orders only after June 1st. Team cancellations made after June 1st will not be refunded. . 3. Weather: Delays due to weather are at the discretion of the tournament directors., but rain will not cancel tournament. 4. Promoters: Tournament officials, sponsors and organizations assisting in the tournament operation, their agencies, agents, etc. are not responsible for deaths, injuries, damages, liability, theft, fire or any loss of any kind to entrants. By signing the entry form, you release all promoters, as defined, of any liability. 5. Orientation Meeting: Saturday, June 13 at 4:00 p.m. at the Stockman's Club. At least one member of each team should attend. Last minute instructions will be given at that time. 6. State & Local Ordinances: All state and/or local ordinances and F.W.P. laws will be enforced. Violations will result in disqualification. The use of boats is permitted, but they must be cleaned and checked to assure there is no aquatic vegetation or unwanted "hitchhikers" on the trailer or live well. 7. Boundaries: Only on the Big or Little Powder River. South: Wyoming/Montana border. North: Powderville Bridge 8. Fishing Hours: Contestants can fish on the Powder Rivers only during tournament hours. 9. Limits: Tournament limit is 4 fish per team. If a team is in possession of over 4 fish, they will be disqualified. Any person/team accepting fish from another person or team will disqualify that team /teams. NO PRE-FISHING or fish caught previous to the tournament are allowed. Once a fish has been confined in a live well or other confinement, it counts toward the daily limit and must be weighed. No sorting or culling. 10. Catch & Release: Fish must be carried to the weigh station in coolers with water proportionate to the size of the fish. NO STRINGERS! Each team is encouraged to use 60-qt. (or larger) tote or cooler to help with safety of fish.. All fish will be released into the river, if healthy. Weigh in often. Each team must supply a container for transport and sign a release stating they will not contest the measurements and weights of the fish being transported. The officials are not responsible for the return of the coolers. If you decide not to release your fish at the time of weigh in, you will be penalized 10% of the weight in your standing for prizes. 11. Weigh-In: ONLY LIVE FISH WILL COUNT FOR STANDINGS! Weigh-in is at the official weigh station at the FWP access at the Broadus Big Powder Bridge. Fishermen must receive a weigh slip before 5:00 pm on the 14th. It is your responsibility to allow enough time for weigh in. No weigh slips will be given out after the deadlines. Fishermen are responsible for the accuracy of the weigh slips and that one copy remains at the weigh station. 12. Scoring: Dead fish will count toward your daily limit but will not be weighed. Any altered fish will result in disqualification. Credit for visibly unhealthy fish will be at the discretion of the judges, but will count towards your daily limit. All judges' decisions are final. 13. Prizes: Based on the total weight (pounds & ounces). 14. Ties: Ties are decided first by the heaviest fish caught and then by the weigh-in times. Heaviest fish competition ties will be decided by weigh-in times. 15. Identification: Only 1 team per boat or fishing site. No passengers or guest. 16. Protests: The tournament committee or any contestant can protest any team, contestant, tournament official or decision. The protest must be filed in writing with the tournament director no later than 5 pm on the day of the incident. The tournament committee appoints a 3-person protest committee to hear both sides of any protest. A polygraph may be utilized if so decided by the protest committee. The decision of the protest committee is final in all cases. 17. Sportsmanship: Competitors are expected to follow the highest standards of sportsmanship, courtesy, safety and conservation. Disorderly conduct and drunkenness will not be tolerated. When there is shore fishing, the no wake rule is in effect at all times. Leave adequate space between boats. On water tournament and public safety officials have priority at ramps. Any infraction of these fundamentals may be cause for disqualification. It is the contestants responsibility to obtain landowners permission to fish prior to the contest. 18. Patrols: Officials are at many locations, observing teams. Any sign of cheating may result in disqualification. 19. Rules may be changed at the discretion of the Tournament Rules Committee. The rules committee consists of 3 tournament officials who are not fishing. Violations of any rules may result in disqualification from the tournament. 20. I've been in contact with Ray, the guy running the Powder Tourney...although it's been awhile since I've talked to him...but I don't think he
had finalized any of that information. I gave him some suggestions and forwarded him information on our tourneys to see if he wanted to follow similar formats.
So some of that information may change. Seems like a great guy...I think he'll put on a good time.

It looks like 1st though 1oth is based on your largest single fish caught and an additional pot for four fish limit. So, if I'm reading this right you
could win the biggest four fish limit and the biggest single catfish "registering" the same four fish for both? Does anyone else read it this way?

Fox and I will be fishing this tourney together. We had a conversation at dinner tonight and talked about a game plan on how we r going to compete in an
unfamiliar body of water. I hope we see some other Montana Cats members attend this event. Tight lines!!!!

I can't really say much about this tourney. We fished unfamiliar water with way different rules than what I'm used to. (24 hour tourney, setlines
aloud, 6 lines per person aloud with up to six hooks per line).....Kinda sounds like trot lining. Anyways, this tourney was also scored a little different than
the MTCats circuit. The largest single fish was payed out to tenth place and as for the four fish limit totals they only payed out top three. We ended up with
5th place catching 19lbs15oz-it's too bad that 4th-10th place didn't receive any $$$$$. The winning weight was 28ish pounds. Until next year.

What was the biggest fish caught?? I was expecting weights around an eight pound average. Didn't realize he had a six poles or setlines rule. Did you get a
chance to talk to Ray??

I spoke with ray (tournament director) on the phone for about an hour a few days ago. Biggest cat was 11.5 lbs.
